Introduction
In order to respond to some of the country's research needs in the field of educational programs and curricula for elementary, middle, and pre-university education and to improve their quality, the Research Institute for Curriculum Planning and Educational Innovations, affiliated with the Educational Research and Planning Organization of the Ministry of Education, was established in January 1990 based on licenses 6085/22 dated 12/28/1378 and 1514/22 dated 8/29/1379 of the Higher Education Development Council and in the form of two research institutes: 1- Curriculum Planning and 2- Evaluation and Educational Innovations. This introduction and the first part of the research system (which follows in this article) have been prepared based on the statute approved on 8/26/1380 of the Higher Education Development Council.
Part One: Structure
Objectives
Development and expansion of research in the fields of educational and curriculum planning for elementary, middle, and pre-university education courses
Creating a suitable foundation for improving the quality of educational and curriculum programs for the above-mentioned courses and producing various types of related educational media
Research cooperation with educational and research institutions of the country in the field of the aforementioned matters
Tasks
1. Investigating and identifying the country's research needs in the field of the above-mentioned matters
2. Carrying out fundamental and applied research projects to improve the quality of educational and curriculum programs
3. Researching the content of educational and curriculum programs of different courses of study according to the needs of the country and the abilities and psychological characteristics of students
4. Explaining the goals of the courses of study and presenting the necessary plans for innovation in educational and research methods
5. Comparative study of curricula of different systems, theories, approaches, and methods of curriculum planning in order to formulate the most appropriate program in harmony with the cultural, economic, and social system of the country and proposing it to the organization
6. Preparing and implementing pilot projects and presenting their results to the organization in order to evaluate the efficiency and effectiveness of curricula and teaching-learning methods
7. Evaluating the efficiency and effectiveness of implemented pilot projects and presenting their results to the organization
8. Evaluating academic programs and presenting their results to the organization
9. Researching in the field of academic evaluation and presenting its results to the organization
10. Publishing scientific and research publications related to the duties of the institution within the framework of relevant laws and regulations,
11. Organizing short-term training courses in scientific, research and specialized fields required by the institution and the organization
12. Holding scientific and specialized courses, conferences and workshops in the aforementioned fields within the framework of regulations and rules
Since the date of approval of the statute, this institution has an independent legal personality and is organizationally affiliated with the Educational Research and Planning Organization of the Ministry of Education.
Institutional Structures
A- Board of Trustees:
The members of the Institute’s Board of Trustees are:
1. Minister of Education (Chairman of the Board of Trustees)
2. Representative of the Ministry of Science, Research and Technology
3. Representative of the National Management and Planning Organization
4. Director of the Educational Research and Planning Organization
5. Two or four local, social or national scientific and cultural figures who have played an effective role in the development and progress of the Institute
6. Director of the Institute (Secretary of the Board of Trustees)

Rules for the Selection of Members of the Board of Trustees
At least two of the individuals mentioned in paragraph (5) must be faculty members of universities and research institutions in the country.
2- The members of paragraph (5) are appointed for a period of 4 years upon the proposal of the Minister of Education, the approval of the Minister of Science, Research and Technology, and the decree of the Minister of Education, and they can be members of a maximum of two boards of trustees at a time, and their re-election is free.
Duties and powers of the Board of Trustees
1. Developing and approving the internal regulations of the Board of Trustees
2. Approving the administrative organization of the institution based on relevant rules and regulations
3. Reviewing and approving the institution's budget proposed by the head of the institution
4. Approving the institution's detailed budget
5. Approving the institution's annual accounts and balance sheet
6. Approving the method of collecting specific income and spending it in compliance with relevant rules and regulations
7. Approving the institution's financial and transaction regulations within the framework of relevant rules and regulations
8. Trying to attract donations from the non-governmental sector and local revenues; Including cash, equipment and construction, in compliance with the relevant rules and regulations
9. Determining the amount of payment for research fees, teaching fees, translation fees, copyright fees, and the like, in compliance with the relevant rules and regulations
10. Reviewing and approving the policies, goals, and scientific guidelines and the scope of the institute's activities and submitting them to the Ministry of Science, Research and Technology,
11. Reviewing the annual performance report of the institute, which is presented by the head of the institute.
B- Head of the Institute
The head of the institute is the legal representative of the institute before real and legal authorities and is appointed from among the faculty members of universities and research institutes of the country upon the proposal of the Minister of Education, approval of the Minister of Science, Research and Technology, and a decree of the Minister of Education.
Duties and powers of the President
1. Managing and directing the affairs of the Institute and supervising the proper implementation of all its activities within the framework of the statute, relevant rules and regulations
2. Proposing the organization of the Institute to the Board of Trustees for approval
3. Issuing decrees of the Institute's managers based on the approved organization
4. Signing contracts and financial and administrative documents within the framework of the approved rules and regulations
5. Preparing the annual and detailed budget and proposing it to the Board of Trustees for approval
6. Preparing the annual and five-year plan and proposing it to the Board of Trustees for approval
7. Sending the minutes of the meetings of the Board of Trustees of the Institute to the Ministry of Science, Research and Technology and the relevant organization
8. Submitting the annual performance report of the Institute to the Board of Trustees and the Ministry of Science, Research and Technology and the relevant organization
9. Proposing the financial and transaction regulations of the Institute to the Board of Trustees for approval
C- The Institute's Council:
The composition of the Council consists of:
1. The President of the Institute (Chairman of the Council),
2. The Institute's Deputy Researcher (Secretary of the Council)
3. Heads of research institutes
4. Two to five faculty members
Rules for selecting members of the Institute Council
1. At least two members of paragraph (4) must be selected from among researchers and experts outside the Institute upon the proposal of the Institute Director and the approval of the Deputy Director for Research of the Ministry of Science, Research and Technology.
2. Members of paragraphs (2), (3) and (4) are appointed by the decree of the Institute Director.
3. Members of paragraph (4) are elected for a period of four years and their re-election is not prohibited.

3. Monitoring the publication of research publications
4. Reviewing the needs of the Institute for publishing and research equipment
5. Determining the Institute's policy for scientific communication with other educational and research centers, according to the country's rules and regulations

Institute organization
The Institute for Curriculum Planning and Educational Innovations has two research centers and eight research groups as follows: (Chart No. 1)
1. The Institute for Curriculum Planning includes four research groups:
1. Philosophy and Logic
2. The Quran and Islamic Studies
3. Persian Language and Literature
4. Geography
2. The Institute for Evaluation and Educational Innovations includes four research groups:
1. Industrial Education
2. Needs assessment, design and evaluation
3. Measurement and assessment
4. Educational support media
Financial regulations
In terms of financial regulations, the institution is subject to the Law on the Procedure for Conducting Financial and Transactional Affairs of Universities and Higher Education and Research Institutions, approved by the Islamic Consultative Assembly on 18/10/1369, and other relevant regulations.
Employment Regulations
The faculty members of the institute are subject to the current regulations and rules of the Ministry of Science, Research and Technology in terms of employment regulations and selection and selection (general scientific)
Other Regulations
The space, facilities and equipment of the institute must be in accordance with the regulations of the Ministry of Science, Research and Technology. The institute is subject to all relevant laws and regulations and the rules and regulations approved by the Supreme Council of the Cultural Revolution and the Ministry of Science, Research and Technology.
Dissolution
The institute will be dissolved in the following cases after approval by the Higher Education Development Council.
1. Upon the proposal of the Board of Trustees of the Institute
2. In case of violation of the provisions of the statute, the approvals and regulations of the Ministry of Science, Research and Technology and other current laws and regulations of the country, at the discretion of the Ministry of Science, Research and Technology
3. In case of the initial approval of the Higher Education Development Council for the dissolution of the Institute, a liquidation board consisting of the legal representative of the Ministry of Science, Research and Technology, the legal representative of the Ministry of Education and Training, and the head of the Institute shall be formed and shall be responsible for the liquidation in accordance with the legal regulations and for the period determined by the Higher Education Development Council.
The Institute is obliged to carry out the following measures under the supervision of the liquidation board:
1. Fulfill all its obligations to ministries, government institutions, public non-governmental institutions, banks, municipalities, and other legal and natural persons, including its faculty members and employees, or the Ministry of Education shall directly accept the obligations of the Institute with the agreement of the right holders.
2. Determine the disposition of all privileges and properties that have been made available to the institution from public and government sources, banks, municipalities, etc., with the consent of the right holders.
After the fulfillment of the obligations mentioned in Article 18 and the settlement of legal matters and the final approval of the dissolution of the institution by the Higher Education Development Council, the payment of all debts and the announcement of the end of the liquidation by the remaining liquidation board, the assets of the institution shall be transferred to the Ministry of Education.
The liquidation board shall be obliged to prepare two copies of the minutes of the meeting in the above case, which shall be signed by all members of the board, and submit one copy to the Ministry of Education and the other copy to the Ministry of Science, Research and Technology.
Regulations of the Research Council of the Research Institute for Curriculum Planning and Educational Innovations
Introduction:
In order to formulate policies, guide, monitor and evaluate research activities, etc., expand and improve the quality of the country's education curriculum planning system and develop educational innovations, the Council of the Research Institute for Curriculum Planning and Educational Innovations affiliated with the Educational Research and Planning Organization is formed based on these regulations.
Article 1 Duties and Authorities of the Council
1. Approving research plans and programs.
2. Monitoring the quality and proper implementation of research projects
3. Monitoring the publication of research journals
4. Reviewing the needs of the publishing and research equipment of the institute
5. Determining the institute's policy for scientific communication with other educational and research centers in accordance with the country's rules and regulations
6. Evaluating the results of research activities
7. Reviewing and approving short-term and long-term scientific trips
Article 2 Composition of the Council Members
1. The President of the Institute (Chairman of the Council)
2. The Vice President for Research of the Institute (Secretary of the Council)
3. Heads of research institutes
4. Five to seven members of the faculty in the fields of philosophy of education, curriculum planning
Research methods, comparative education, technical and vocational education, educational psychology, basic experimental and mathematical sciences, sociology of education and information technology
Note 1 At least three out of five or four out of seven members of paragraph (4) must be from among researchers and experts outside the institute with The proposal of the head of the institute and the approval of the deputy research officer of the Ministry of Science, Research and Technology shall be selected.
Note - Members of paragraphs 2 and 3 shall be appointed upon notification by the head of the institute. Note 3 - Members of paragraph 4 shall be elected for a period of four years and their re-election is not prohibited.
Article 3 - Council meetings shall be recognized with the presence of 7 members and issues shall be considered approved with the approval of 5 members.
Note 1 Council resolutions shall be announced by the secretary of the council.
Note 2 - Unjustified absence in five consecutive meetings or 8 non-consecutive meetings in a year shall be considered as withdrawal from membership of this council.
Article 4 - The council may take steps to form specialized committees in order to facilitate the performance of its duties. The resolutions of specialized committees shall be effective after approval by the council of the institute. Members of specialized committees may be selected from among the members of the research groups of the institute.
Article 5- The resolutions of the Council are binding and the research institutes affiliated with the Institute are obliged to implement them.
Article 6- The fees of the Council members will be paid by the Research Institute for Curriculum Planning and Educational Innovations in accordance with the regulations.
