Explaining the Desired State of the Virtual Education System in the Islamic Republic of Iran: An Analysis of Domestic and International Upstream Documents

Abstract
Objective: This study aims to delineate the desired state of the virtual education system in Iran based on upstream national and international documents.
Method: Employing a qualitative approach within an interpretive-structuralist paradigm, this research utilized purposive sampling based on three criteria (official authority, thematic relevance, and inclusion of normative propositions) to select 12 domestic and 6 international documents for policy-level analysis. Data were analyzed using directed qualitative content analysis and the interpretive synthesis model of Dixon-Woods et al, involving three stages of analysis and document alignment across three convergence levels (full, partial, and explicit divergence). Validation was achieved through triangulation, peer review, and self-review, yielding a Cohen's Kappa coefficient of 0.87.
Findings: The results indicate that Iran's upstream documents present a relatively coherent vision of the desired virtual education state across all nine components. The highest convergence with international documents was observed in the components of educational equity, infrastructure and access, and the teaching-learning process. Conversely, major divergences were identified in assessment (emphasis on in-person evaluation), content and curriculum (emphasis on the Islamic criterion system versus global approaches), and financial governance (lack of a sustainable financing model). Additionally, domestic documents exhibit more quantitative objectives and implementation details in vocational training and artificial intelligence compared to certain international guidelines.
Conclusion: From a documentary perspective, Iran's virtual education system demonstrates relative coherence and a development-oriented direction. However, achieving the complete desired state necessitates strengthening implementation mechanisms, redefining the teacher's role, developing digital assessment systems, and establishing a sustainable financing model.
