The present study aims to investigate the opportunities and threats of curriculum localization in achieving excellent education by using a qualitative (phenomenological) method to examine and analyze the experiences of school principals in Kermanshah province. The statistical population included school principals with at least 10 years of experience, aged 35 to 55 years, who were selected purposively using criteria. The sample consisted of 19 participants, 11 of whom were female and 8 were male. The data were analyzed using the Claise method, which included the stages of detailed study, extracting important sentence, formulating meanings, categorizing data, integrating results, providing a comprehensive description, and final validation of the findings. MAXQDA2024 software was used to analyze the data. To ensure the reliability and robustness of the findings, Lincoln and Guba's four criteria were used. The research findings showed that the key opportunities of localization include strengthening native identity, making education meaningful through linking it to real life, and as a result, increasing learner motivation and teacher empowerment. However, these opportunities face serious threats, including the resistance of the centralized education system, the lack of resources and expertise, and, most importantly, the risk of exacerbating educational inequality between advantaged and disadvantaged regions.
